Negotiating Civil Resistance
Reviewing the literature on negotiation and civil resistance, this report examines the current divide between the two and digs deeper to identify the fundamental convergences. It builds on these findings to illustrate why negotiations and negotiation concepts are essential to the success of civil resistance campaigns. Using historical examples, it then examines the dynamics of negotiation in the context of these strategic domains.
Misperceptions About India-Pakistan Trade
Larger political issues between India and Pakistan—from border conflicts to mutual government mistrust to long-standing rivalry—have been the main driver for the limited trade and economic cooperation between the two countries. This report, however, makes the case that working within existing protocols to enhance existing trade and cooperation, rather than addressing the more obvious and chronic political issues, is necessary to peacebuilding in the region.
Community-Based Development in Rural Afghanistan
Derived primarily from the author’s field research and experience, this report focuses on community-based programs and interventions in rural Afghanistan. Fundamental assumptions that underlie these interventions, however, are flawed. With an eye to worldwide relevance, the report analyzes these assumptions and suggests ways to better understand the realities of rural Afghan society so that the government in Kabul can more effectively implement programs in rural areas, engage rural participation, deliver needed services to that population, and administer the country more generally.

Libya’s Religious Sector and Peacebuilding Efforts
Derived from two surveys conducted in Libya in 2014 and 2016, this report strives to heighten understanding of the country’s religious sector and its impact on governance and society. The findings—which are bolstered by the local knowledge of Libyan researchers—map the major religious trends, institutions, and actors in the country to describe how Libyans perceive the contribution of the religious sector to building peace and fostering justice and democracy.
Violent Extremism And Clan Dynamics In Kenya
Derived from interviews across three Kenyan counties, this report explores the relationships between resilience and risk to clan violence and violent extremism in the northeast region of the country. The research was funded by a grant from the U.S. Agency for International Development through the United States Institute of Peace, which collaborated with Sahan Africa in conducting the study.
