The group was visiting the United States under the Department of State’s International Visitor Leadership Program to explore the role and work of a ministry of foreign affairs.
ETC/I Deputy Director Ted Feifer and Senior Program Officer Noor Kirdar met with six senior officials of Kosovo’s new Ministry of Foreign Affairs on September 29, 2009. The group was visiting the United States under the Department of State’s International Visitor Leadership Program to explore the role and work of a ministry of foreign affairs. The goals of our meeting were to identify appropriate training needs for the new ministry; introduce the visitors to the Institute’s online, downloadable and other training resources; and illustrate the training ETC/I provides in its field training workshops.
The Kosovo visitors discussed with the Institute’s specialists possible ministry skills training in communication; negotiation; internal coordination; analysis; administration; and public diplomacy. Shifting to hands-on training, Ted Feifer demonstrated the use of a Styles Self-Assessment, and explained its uses in understanding style in communication and negotiation. He also engaged in a negotiation tactics role-play with participants. Noor Kirdar provided a briefing on the Strategic Economic Needs and Security Exercise (SENSE) simulation, noting in which post-conflict situations and interagency trainings it has been a useful training tool.
