Colombia is on the precipice of historic presidential elections amid a backdrop of significant social unrest, deepening polarization and the escalation of the country’s six-decade old armed conflict. Last year’s nationwide mass protests sprung up over worsening racial and socioeconomic inequality in most of the country’s major urban metropolitan centers, and a heavy-handed police response only served to worsen the crisis.

In the first round of Colombia’s presidential elections, long-standing opposition leader Gustavo Petro and newly emerged outsider Rodolfo Hernández both handily defeated the conservative establishment candidate Federico Gutiérrez. The latter’s third-place finish signals Colombians’ resounding rejection of the country’s status quo and a rebuke of the political establishment and predominant elites.

Hopes for lasting peace in Colombia are soaring. Last month, Gustavo Petro and Francia Márquez prevailed in Colombia’s runoff presidential election and will lead the country’s first-ever progressive government, as president and vice president, respectively. Their historic victory culminates an electoral cycle marked by a resounding rejection of Colombia’s establishment elites. Petro’s proposals for what he has coined “Total Peace” offer an ambitious approach to negotiating with armed groups, implementing prior peace accords, and pursuing national unity amid debilitating socio-political polarization. The country stands before an undeniable opportunity to lay the foundation to end its six-decade conflict, even if subsequent governments will have to sustain these efforts to truly reap the long-term benefits.

Colombia Lawmakers Debate Peace Deal Challenges
The peace accord that halted a half-century of violent conflict in Colombia has reached a critical juncture. With the population almost evenly split over the terms of the 2016 agreement and a new government led by the party that opposed it, analysts and political figures see sustainable peace as increasingly endangered.
Colombians Rally Online in New Movement for Peace
It began with a few supporters of Colombia’s 2016 peace agreement meeting at a Bogota cultural center. That gathering, in January of this year, soon led to the creation of a WhatsApp group—a platform to discuss how to how to defend the interests of peace amid concerns about the policies of the new government. By mid-July, a spontaneous citizens movement of thousands of Colombian leaders was making its voice heard. Its objectives: to strengthen popular support for the previous government’s peace deal with the rebels of the Revolutionary Armed Forces of Colombia (FARC) and to support the peace process with the National Liberation Army (ELN).
New Evidence: To Build Peace, Include Women from the Start
In the 20 years since governments declared it imperative to include women’s groups and their demands in peace processes, experience and research continue to show that this principle strengthens peace agreements and helps prevent wars from re-igniting. Yet our inclusion of women has been incomplete and, in some ways, poorly informed. Now a study of recent peace processes in Colombia, Mali, Afghanistan and Myanmar offers new guidance on how to shape women’s roles. A critical lesson is that we must ensure this inclusion from the start.
Colombia’s National Strike: Inequality and Legitimacy Crises Drive Unrest
After Colombia’s government proposed new tax hikes, social organizations and movements called for a national strike on April 28 across the country. Protesters believed the new fiscal policy — which the government said was aimed at mitigating the pandemic’s economic impact — would disproportionately hurt poor and vulnerable sectors of society. Although the marches and mass gatherings were initially widespread and peaceful, security forces cracked down on demonstrators accused of taking part in vandalism, killing at least 43 and injuring hundreds more. Meanwhile, pre-existing and resulting anger among some groups of protesters led to attacks on security forces and police stations, setting off a cycle of violence.

Colombia Police Reform: The Critical Need to Include Rural Forces
The Colombian government, seeking to reform its National Police in a time of security challenges and mass protests, has focused on big-city units that sit in the national spotlight. While the reform efforts are generally praiseworthy, the emphasis on urban areas creates the risk of losing sight of the country’s rural regions — places where guerrillas and other armed actors hold sway, and the fate of peace efforts will ultimately be determined. The resolve and capacity of rural police and courts to meet the needs of citizens in these zones will be critical to achieving meaningful and lasting peace.
