Senior Program Officers Nina Sughrue and Jonathan Morgenstein continued USIP’s support for the international Center of Excellence for Stability Police Units (CoESPU), run by the Italian Caribinieri in Vicenza, Italy. CoESPU is dedicated to filling the crucial security gap between the end of major combat and the time when local authorities can assume normal police responsibilities.

Police forces from around the world send officers and non commissioned officers to CoESPU to improve their capacities as law enforcement professionals and contributors to peacekeeping operations. Nina and Jonathan delivered one-day workshops on negotiations and mediation in stability operations environments to three classes of police officers. The CoESPU students came from Cameroon, India, Jordan, Kenya, Nigeria, Senegal, Serbia, and Ukraine, and ranged in rank from senior sergeants to generals.

The feedback was so positive that CoESPU’s commanding general requested USIP return to repeat the course of instruction for every cohort that passes through the school.
