The program, which began in 2008, is implemented in partnership with the Department of State’s Global Peace Operations Initiative in the Bureau of Political-Military Affairs.

Aunque América Latina se destaca por la casi ausencia de conflictos interestatales desde finales del siglo XX, la región enfrenta indicadores de violencia criminal interna similares a los de una guerra. En los últimos años, México ha registrado un promedio de 30,000 homicidios anuales, aproximadamente la mitad de las bajas militares estadounidenses durante una década de combates en Vietnam. Ecuador, que alguna vez tuvo una de las tasas de homicidio más bajas de América Latina, ha experimentado un aumento vertiginoso de asesinatos desde 2022, convirtiéndose en uno de los tres países más violentos de la región. Actualmente, 62 de las 100 ciudades más peligrosas del mundo se encuentran en América Latina.
