What You Need to Know About the I2U2
As part of his visit earlier this month to the Middle East, President Biden participated in the first leaders summit of a new grouping made up of Israel, India, the United Arab Emirates and the United States. Known as the I2U2, the countries’ foreign ministers formed the bloc in the fall of 2021 to deepen technological and private sector collaboration in the region and tackle transnational challenges in six focus areas: water, energy, transportation, space, health and food security. Beyond the announcement of a food security initiative and a hybrid renewable generation facility for India, little was revealed about what’s next for I2U2.
Five Takeaways from Biden’s Visit to the Middle East
President Biden made his first trip to the Middle East last week, visiting Israel and Saudi Arabia. While the trip yielded little in the way of flashy announcements — like new normalization agreements or Saudi Arabia boosting oil production — it did demonstrate that the United States remains focused on enhancing the region’s security architecture, particularly to counter Iran. Still, there were some notable developments, like a U.S.-Saudi agreement to build 5G and 6G telecommunications networks and Riyadh opening airspace to Israeli flights. On the Israeli-Palestinian front, the president affirmed Washington’s long-standing commitment to Israel and said that now was not the time to reengage on peace talks with the Palestinians.

Amid Historic Crisis, Has a New Hope Emerged in Lebanon?
As Lebanon suffers from an historic economic crisis propelled by the venality of its political establishment, the May 15 elections have injected a glimmer of hope amid gloomy prospects for the future. Thirteen independent candidates — part of what is dubbed the “change opposition” — won seats in the 128-member Parliament. “The election of these 13 MPs [members of Parliament] is a very important, gradual first step toward more peaceful political change and reform in Lebanon,” said Mona Yacoubian, a Lebanon expert and senior advisor for the U.S. Institute of Peace. But the road ahead is fraught with internal challenges and external forces that could impede Lebanon’s much-needed reform.
‘Firefighting’ Diplomacy Will Not Achieve Peace Between Israelis and Palestinians
The good news is that there are intensive regional and international efforts to avoid another Israeli-Palestinian war. The Israeli-Palestinian Conflict: The Danger of ‘No Solution’ Messaging
Israeli Prime Minister Naftali Bennett has made it clear that he has no interest in reviving the Israeli-Palestinian peace process. In a recent interview, he affirmed his longstanding position that he “opposes a Palestinian state and will not allow talks on the line of a Palestinian state.” Echoing Bennett, Israel’s more moderate Alternate Prime Minister Yair Lapid — set to take over in August 2023 — says he, too, will not seek peace talks once he takes office, despite his stated support for a two-state solution.

Can the ‘New Normalizers’ Advance Israeli-Palestinian Peace?
The recent outbreak of Israeli-Palestinian violence raised renewed discussion on how Arab states that inked normalization agreements with Israel in 2020 can advance peace between Israelis and Palestinians. The “new normalizers” (UAE, Bahrain, Sudan and Morocco) may be weighing the pros and cons of heavily involving themselves in efforts to resolve this protracted conflict but should not dismiss the opportunity. They can and should play a more proactive and constructive role, which would enhance regional stability and prosperity and advance the normalizers’ own interests. It will be up to the international community, the Palestinians and regional stakeholders to bring them into the peacemaking fold.
