“All of this goes to the bigger reality, I think, that the Russians simply do not want an offramp,” said Don Jensen, director of the Russia and Europe program at the U.S. Institute of Peace.
"I think neither side really wants to cut things off entirely," said Jensen, director for Russia and Europe at the US Institute of Peace. "And let's be honest, a prisoner exchange is important for the families but to some extent, it's relatively minor in terms of the overall relationship."
Russia continues to scale back its military assault in Northern Ukraine as its army regroups and refocuses its efforts on Eastern Ukraine and the Donbas Region, officials believe that large-scale tank and artillery battles will follow.
“The problem is prosecuting. Putin is relatively safe, it appears, in Moscow. If he knows he's going to be sent to the docket in the Hague, for example, he may well continue the war,” Jensen said.
