Using I2U2 as its main case study, this discussion paper looks specifically at New Delhi’s rationale for pursuing minilaterals that extend beyond bilateral ties and avoid the rigidities associated with formal multilateral groupings. I2U2 is the first minilateral involving India and the United States in the Middle East and also offers an example of how the two countries may work cooperatively on regional initiatives that complement one another’s strategic and economic interests.

Gulf Cooperation Council (GCC) countries reacted quickly to the collapse of the Assad regime with public statements supporting the aspirations of the Syrian people, calling for respect of Syria’s sovereignty, territorial integrity and unity, and warning against a descent into chaos. During Syria’s Arab Spring uprising, both Saudi Arabia and the UAE backed competing factions of the Syrian armed opposition. But following years of bloodshed, frustration with a divided opposition and what seemed like a deadlocked conflict, they decided to deal with facts on the ground by reopening diplomatic channels to try to pull Assad away from Iran’s orbit and address other priorities, including curtailing the Captagon trade and facilitating the return of Syrian refugees.

As part of his visit earlier this month to the Middle East, President Biden participated in the first leaders summit of a new grouping made up of Israel, India, the United Arab Emirates and the United States. Known as the I2U2, the countries’ foreign ministers formed the bloc in the fall of 2021 to deepen technological and private sector collaboration in the region and tackle transnational challenges in six focus areas: water, energy, transportation, space, health and food security. Beyond the announcement of a food security initiative and a hybrid renewable generation facility for India, little was revealed about what’s next for I2U2.
