Building on their six training workshops with Armed Forces of the Philippines officers earlier this year, USIP trainers Ted Feifer and Jacki Wilson just completed two workshops in conflict management and negotiation skills for multi-sector participants from the conflict areas of Mindanao and Sulu. The workshops were conducted with Gene Martin of USIP’s Philippines Facilitation Project.

The first workshop (held October 30-November 1, 2005 in Davao) included 30 ceasefire monitors, women and youth groups, tribal, community and local government leaders from across Mindanao. The second workshop (held November 3-5, 2006 in Zamboanga) brought together 38 traditional leaders, local government officials, police, military officers, civil society, and activists of the Moro National Liberation Front from Sulu. Our partner for the first workshop was the Davao-based Initiatives for International Dialogue NGO, and the Philippines Government Office of the Presidential Advisor on the Peace Process for the second workshop.

The workshops focused on building and strengthening the skills of participants to deal with the continuing tensions and violence in their areas. Participants worked on communication, analytical and negotiation skills used in conflict management and resolution. They played the roles of third parties in a series of Philippines-relevant exercises. They also engaged in practical problem solving exercises using situations they submitted based on their own experiences in the field.

Participants found the interactive and practical skills workshop highly useful. According to one: “The workshop is very applicable to our present work on negotiating and engaging with the main players on conflict in Mindanao.” A participant from the other workshop similarly emphasized its relevance and applicability in Sulu, which has been suffering from continued conflicts and other challenges.

For decades, the struggle for peace in the Philippines’ southernmost island of Mindanao has been characterized by armed conflict between the Philippines government and Moro separatist groups, like the Moro Islamic Liberation Front (MILF), and cycles of failed peace processes. The historic 2014 peace agreement between the Philippines government and MILF led to the granting of greater self-governance with the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) five years later. What has followed since is an unprecedented, yet very fragile, period of peace and stability.

What Delaying Bangsamoro’s Election Would Mean for Peace in the Southern Philippines

Thursday, December 19, 2024

It’s been a decade since the Moro Islamic Liberation Front (MILF) and the Philippines government signed the Comprehensive Agreement on the Bangsamoro, which ended nearly 50 years of conflict in the southern Philippines. Despite setbacks and tensions along the way, implementation of the agreement has yielded notable successes in recent years — most notably the establishment of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) in 2019 and, with it, an unprecedented period of relative peace and stability. However, the final months of 2024 have brought yet another twist in this long-standing struggle for peace in the Bangsamoro region.

Increasing scrutiny and exposure of global internet scams based in Southeast Asia has sparked fast-moving developments to quash the schemes and countermoves by the organized gangs behind them. Recent months have seen crackdowns, arrests and internet cutoffs by law enforcement agencies and regional governments. Meanwhile, Cambodia and Myanmar continue to be the most egregious havens for criminal operations, while Laos seems to be demonstrating early signs of concern for the impact of organized crime on its sovereignty.
