Program Officer Sean Kane co-authored the Saban Center at Brookings’ report “Unfinished Business: An American Strategy for Iraq Moving Forward” that looks at U.S. strategy in Iraq through the lenses of politics, security, government, and economics. The report outlines areas of crucial political and strategic importance as the U.S. military withdraws from Iraq and encourages prioritization of the following issues:

  • Iraq cannot be allowed to descend into civil war
  • Iraq cannot reemerge as an aggressive state
  • Iraq should ideally be a strong, prosperous U.S. ally
  • Iraq must be stable
  • Iraq should be constrained in its ability to wage aggressive war and be unlikely to want to do so
