Post-Conflict Institution Building in Fragile States
Important lessons have emerged from the international community’s efforts to build effective institutions of government in reconstruction and stabilization operations.
These lessons are based on common challenges that the international community faces when dealing with states emerging from conflict such as:
- What kind of resources are necessary to establish public institutions when the international community mounts an intervention?
- How can international assistance be coordinated most effectively between international, non-governmental and local institutions?
- How can institutions be developed that are transparent and accountable and deliver necessary government services to the population?
- How do you build local capacity so that institutions can be managed without international assistance?
