With renewed conflict in Afghanistan, the development of state ministries that oversee the police and national army is a top priority for both the Afghan government and the U.S. and key donors. Problems with pay, morale, recruitment, corruption and equipment that persist in every nation building operation are present in Afghanistan too. Modest successes have also been achieved.
