Ted Feifer and Alison Milofsky led two one-day workshops on negotiation and mediation in peacekeeping operations to 136 international stability police officers at the Center of Excellence for Stability Police Units (CoESPU), in Vicenza, Italy, September 30th through October 1st, 2010. Participants included 42 students in the high level course and 94 in the middle management course. The Center, run by the Italian Carabinieri, has a U.S. Marine Corps deputy commandant. The United States Institute of Peace module is part of a month-long course, which prepares participants to return to their home countries and train stability police for peacekeeping missions. Participants from the two courses came from Bangladesh, Burkino Faso, Cameroon, Egypt, Indonesia, Jordan, Mali, Nepal, Nigeria, Pakistan, Romania, Senegal, Serbia, Togo, and Ukraine.
Workshop content included effective communication and use of interpreters, negotiation, participation in a small group conflict situation analysis, mediation, and practical application of these exercises for mediation in a peacekeeping environment.
Many participants had already served in peacekeeping missions, including Bosnia, Kosovo, East Timor, Congo and Angola. Nonetheless, several noted this was the first time they had received communication, negotiation and mediation training. Many participants emphasized that the program would definitely be useful to them as police professionals. CoESPU asked USIP to present its modules to every class that passes through the school.
