The Promise and Peril of Pakistan’s Economic Recovery Effort
In the first half of 2023, Pakistan appeared to be moving toward a catastrophic economic default. An IMF loan program Pakistan entered into in 2019 had gone off track after the Fund found Islamabad’s commitment to reform lacking, leading to a suspension of loan disbursements. The derailment of the IMF program resulted in a significant drop in the country’s foreign exchange reserves — at one point this year, reserves could only cover about two weeks' worth of imports due to concurrent debt repayment pressure. To avoid defaulting, the government imposed stringent import restrictions in an attempt to control dollar outflows. That caused a major economic shutdown of import-dependent industries, a shortage of essential commodities and surge in inflation.
Two Years into Taliban Rule, New Shocks Weaken Afghan Economy
The Taliban have done a better job than expected in managing the Afghan economy despite some missteps. But nevertheless, the Afghan economy seems caught in a low-level equilibrium that leaves most Afghans poor, hungry and in need of humanitarian assistance. Moreover, new headwinds threaten to precipitate further economic decline, risking a repeat of the economic free-fall seen in the initial months following the August 2021 Taliban takeover. Much will depend on whether aid declines sharply or gradually, how seriously the opium ban is enforced for a second year during this fall’s planting season, and whether Taliban gender restrictions are tightened, maintained or weakened.

Political tension is rising in Bangladesh ahead of the country’s next round of national elections, due by January 2024. The opposition Bangladesh Nationalist Party (BNP) is boycotting elections to extract concessions from the government on election management; rampant inflation is increasing citizens’ daily struggles; and both the BNP and ruling Awami League (AL) are holding large rallies across the country to mobilize their supporters. Yet in this tumultuous political scenario, there is little publicly available polling to understand the state of race.
How a Gaza Marine Deal Could Benefit Palestinians, Israelis and the Region
Amid today’s dismal Israeli-Palestinian context, positive developments have been in short supply. However, Prime Minister Benjamin Netanyahu’s June announcement of preliminary approval for the development of the Gaza Marine gas fields provided a rare glimpse of a potential win-win opportunity. For the Palestinians, it could provide a much-needed boost to their lagging economy and the cash-strapped Palestinian Authority (PA). On the Israeli side, it allows the Netanyahu government to claim it is assisting in improving living conditions in Gaza and could lead to less U.S. pressure on issues like settlement expansion. In the big picture, this is another example of how energy is increasingly becoming a focus for potential win-win agreements in the East Mediterranean.
A Year After Mass Protests, Sri Lanka’s Governance Crisis Continues
One year after the Sri Lanka’s massive unrest, known as the Aragalaya protests, the country is still dealing with the aftermath of its most devastating economic crisis since independence, a government without popular support and intensifying geopolitical competition in its neighborhood. The protests, spurred by the economic crisis, led to mass resignations across the government with former President Gotabaya Rajapaksa fleeing the country in July 2022. In the year since, the country has secured an IMF agreement, and its economy has ambled toward a slow path of recovery. However, there have still been concerns on the human rights front as the current government of Ranil Wickremesinghe has clamped down on further protests and continually postponed elections.
A Criminal Cancer Spreads in Southeast Asia
In the fractured authority surrounding crime-group controlled enclaves on the Moei River separating Thailand and Myanmar, this is what a crackdown on armed gangsters looks like: China presses Myanmar’s military junta — a sometimes client of Beijing — to make Thailand cut electric power to a large gambling and fraud hub run by Chinese crime syndicates across the river in Myanmar. The military-supervised Border Guard Force in the area, a partner of the syndicates, responds with threats to shut down cross-border trade. Then, giant generators appear in the enclave, deployed by the border guards and the gangs. The army, without explanation, does nothing. Individual commanders, if not the army itself, are believed to profit from the criminal activity. Business as usual continues.

The Taliban’s Successful Opium Ban is Bad for Afghans and the World
The Taliban have done it again: implementing a nearly complete ban against cultivation of opium poppy — Afghanistan’s most important agricultural product — repeating their similarly successful 2000-2001 prohibition on the crop. But the temptation to view the current ban in an overly positive light — as an important global counter-narcotics victory — must be avoided. This is particularly true given the state of Afghanistan’s economy and the country’s humanitarian situation. Indeed, the ban imposes huge economic and humanitarian costs on Afghans and it is likely to further stimulate an outflow of refugees. It may even result in internal challenges for the Taliban itself. And, in the long run, it will not have lasting counter-narcotics benefits within Afghanistan or globally.
