The Peace and Security Council expressed concern at the further deterioration of the situation in South Sudan, including the escalation of hostilities and the deepening of the grave humanitarian situation. Council called for urgent steps by the Sanctions Committee to designate individuals and entities subject to the measures. Council requested the UN Security Council to urgently consider the immediate imposition of an arms embargo on the belligerents. Council reiterated the AU’s commitment to extend full support to the IGAD mediation efforts in South Sudan, notably through the early operationalization of the AU High-Level ad hoc Committee, established by the Peace and Security Council in December 2014. Council appealed to the Member States and the international community to urgently provide much-needed humanitarian assistance.
Mediators profoundly deplore escalation of fighting in South Sudan since 27 April 2015 and urge the warring parties to immediately cease all hostilities.
The situation in South Sudan remains fragile and volatile. The AU intends to expedite the operationalization of the ad hoc Committee of Heads of State and Government established by the Peace and Security Council last December, to enhance Africa’s support and input to the peace process. It is equally important to work towards the effective implementation of sanctions against all those undermining the quest for peace, violating international humanitarian law and obstructing the efforts of peacekeepers on the ground, in line with UN Security Council resolution of 3 March 2015.
