In the Pacific, Corruption and Poor Policing Open a Door to China

After the Pacific’s largest island nation, Papua New Guinea, recently suffered deadly rioting that included police, an official last week announced a Chinese offer to help strengthen its police force. That sequence exemplifies a rising challenge for democracy and stability in the Pacific: Many island nations suffer corruption and deficient policing that undermines the rule of law. This gap in responsive governance lets China seek influence through technical assistance drawn from its authoritarian model of policing. In response, democracies must reshape narrow, outdated approaches to security assistance.

The 2021 military coup in Myanmar not only triggered an unprecedented nationwide revolt against military rule but is increasingly precipitating challenges to global security. The junta’s ineffectual rule has resulted in the rise of cross-border human trafficking and cyber scams, which have impacted almost every corner of the globe, taking an especially heavy toll on China’s people while also benefiting organized Chinese crime groups. Beijing’s response to the situation in Myanmar has been mixed. While it has backed the junta, China has also hedged by supporting some of Myanmar’s most powerful ethnic armed organizations, extending Chinese influence in the country.

Trong chính quyền yếu kém ở quanh các khu vực do nhóm tội phạm kiểm soát trên sông Moei ngăn cách Thái Lan và Myanmar, một cuộc trấn áp các băng đảng xã hội đen có vũ trang sẽ diễn ra như thế này: Trung Quốc gây sức ép lên chính quyền quân sự Myanmar - đôi khi là tay sai của Bắc Kinh - buộc Thái Lan phải cắt điện đối với một trung tâm cờ bạc và lừa đảo lớn do các băng nhóm tội phạm Trung Quốc cầm đầu ở bên kia sông của Myanmar. Lực lượng Biên phòng do quân đội giám sát trong khu vực, cấu kết với các băng nhóm tội phạm, đáp trả bằng những lời đe dọa đóng cửa biên mậu. Sau đó, những chiếc máy phát điện khổng lồ xuất hiện trong khu vực được bộ đội biên phòng và các băng đảng tội phạm lắp đặt. Quân đội không có bất kỳ hành động nào và không giải thích. Bản thân các chỉ huy, nếu không muốn nói là quân đội, được cho là hưởng lợi từ hoạt động tội phạm. Mọi hoạt động vẫn diễn ra như thường lệ.

ในเขตพื้นที่ที่กฎหมายเข้าไม่ถึงแถบลุ่มน้ำเมยซึ่งใช้แบ่งเขตแดนระหว่างไทยกับเมียนมาร์ที่ถูกควบคุมโดยกลุ่มอาชญากรคือ พื้นที่ที่มีความพยายามปราบปรามแก๊งอิทธิพลติดอาวุธเหล่านี้ โดยรัฐบาลจีนกดดันรัฐบาลเผด็จการทหารของเมียนมาร์ ซึ่งบางครั้งถือเป็นลูกน้องที่ภักดีของรัฐบาลปักกิ่ง โดยให้ประเทศไทยตัดการส่งกระแสไฟฟ้าไปยังศูนย์กลางการพนันและการฉ้อโกงขนาดใหญ่ที่ดำเนินการโดยกลุ่มอาชญากรจีนที่มีที่ตั้งอยู่อีกฟากของแม่น้ำเมยในประเทศเมียนมาร์ โดยที่กองกำลังรักษาชายแดน (Border Guard Force: BGF) ภายใต้การดูแลของทหารในพื้นที่ซึ่งเป็นพันธมิตรกลุ่มอาชญากรได้ตอบโต้ด้วยการขู่ว่าจะปิดการค้าชายแดน หลังจากนั้นเครื่องกำเนิดไฟฟ้าขนาดใหญ่ก็ปรากฏขึ้นในเขตปกครองนั้น โดยกองกำลังรักษาชายแดนและกลุ่มอาชญากรเป็นผู้นำ ทั้งนี้ไม่มีคำอธิบายหรือการดำเนินการใดๆ จากฝ่ายกองทัพเมียนมาร์ ผู้บังคับบัญชาได้รับผลประโยชน์จากอาชญากรรมเหล่านี้ (หากไม่ใช่ผลประโยชน์ของทั้งกองทัพ) ทำให้ธุรกิจยังคงดำเนินการต่อได้ตามปกติ

ထိုင်းနိုင်ငံ နှင့် မြန်မာနိုင်ငံကို နယ်နမိတ်ခြားထားသည့် သောင်ရင်းမြစ်တကြောရှိ လက်နက်ကိုင် ရာဇဝတ်ဂိုဏ်းများ ထိန်းချုပ်၍ အာဏာစက်တည်ဆောက်ထားသော နေရာများ ပြန့်နှံ့နေကြပြီး ယင်းတို့ကို ဖြိုခွင်းရန် ကြိုးစားမှုများမှာ အောက်ပါအတိုင်းဖြစ်လေသည် ။ တရုတ်နိုင်ငံသည် ဘေဂျင်း၏ လက်ဝေခံတပိုင်းဖြစ်သော မြန်မာစစ်တပ်ကို သောင်ရင်းမြစ်တလျှောက် တရုတ်ရာဇဝတ်ဂိုဏ်းများ ထိန်းချုပ် လုပ်ကိုင်နေကြသော လောင်းကစားဝိုင်းများနှင့် ရာဇဝတ်မှုကျူးလွန်ရာ အချက်အခြာနေရာများအား ထိုင်းနိုင်ငံမှ လျှပ်စစ်ဓါတ်အားဖြတ်တောက်ရန် ဖိအားပေးခဲ့သည်။ မြန်မာစစ်တပ်၏ လက်အောက်ခံဖြစ်၍ အဆိုပါ ရာဇဝတ်ဂိုဏ်းများ၏ မိတ်ဖက်ဖြစ်သော ဒေသခံနယ်ခြားစောင့်တပ် (BGF) က ယင်းသို့ပြုလုပ်ပါက နယ်စပ်ကုန်သွယ်ရေးကို ပိတ်ဆို့မည်ဟု တန်ပြန်ခြိမ်းခြောက်လိုက်သည်။ ထို့နောက် BGF နှင့် လူဆိုးဂိုဏ်းများသည် ကြီးမားသော မီးစက်ကြီးများကို လောင်းကစားဇုန်များအနှံ့ တပ်ဆင်လိုက်လေသည်။ မြန်မာစစ်တပ်ကလည်း မည်သည့်ရှင်းလင်းချက်မျှ မပေးသကဲ့သို့ တစုံတရာ အရေးယူလုပ်ဆောင်မှုလည်း မပြုလုပ်ခဲ့ပေ။ မြန်မာစစ်တပ်တခုလုံး မဟုတ်လျှင်သော်မှ အချို့သော တပ်မှူးများသည် အဆိုပါ ရာဇဝတ်လုပ်ငန်းများမှ အကျိုးအမြတ်များ ရရှိခံစားနေကြသည်ဟု ယူဆရသည်။ လုပ်ငန်းများကိုလည်း အရှိန်အဟုန်မပျက် ဆက်လက် လုပ်ကိုင်နေကြသည်။

In the fractured authority surrounding crime-group controlled enclaves on the Moei River separating Thailand and Myanmar, this is what a crackdown on armed gangsters looks like: China presses Myanmar’s military junta — a sometimes client of Beijing — to make Thailand cut electric power to a large gambling and fraud hub run by Chinese crime syndicates across the river in Myanmar. The military-supervised Border Guard Force in the area, a partner of the syndicates, responds with threats to shut down cross-border trade. Then, giant generators appear in the enclave, deployed by the border guards and the gangs. The army, without explanation, does nothing. Individual commanders, if not the army itself, are believed to profit from the criminal activity. Business as usual continues.

El centro histórico de San Salvador vibra con comercio: unos 40.000 vendedores no sólo llenan los cuatro mercados oficiales del centro, sino que también se extienden por las calles circundantes, con sus puestos repletos de todo tipo de productos, desde ropa a electrodomésticos, dulces y productos frescos. Los gobiernos nacional y municipal se han embarcado en un esfuerzo por transformar el centro de la capital en una atracción turística, restaurando monumentos y reubicando los destartalados puestos de los mercados. Se está construyendo también una nueva biblioteca nacional, donada por China, en la plaza cívica de la capital, frente a la catedral metropolitana.

San Salvador’s historic center teems with commerce: some 40,000 vendors not only fill the downtown area’s four official markets, but also spill into the surrounding streets, their tarpaulin-covered stalls packed with everything from clothing to electronics, packaged sweets to fresh produce. The national and city governments have embarked on an effort to transform the capital city’s downtown into a tourist attraction, restoring monuments and relocating ramshackle market stalls. A new national library — donated by China — is under construction on the capital city’s civic square, across from the metropolitan cathedral.

While atrocity crimes — and the pursuit for accountability — in Ukraine have dominated global attention in the last year, momentum has continued to build in seeking accountability for China’s crimes against the Uyghurs and other minority groups. Most of this progress has been made at the state level, including legal cases under the principle of universal jurisdiction, atrocity determinations finding that genocide and crimes against humanity are ongoing, and efforts to exclude Chinese goods made with forced labor from domestic markets. Although this momentum has been slow and not without setbacks, it has also been steady, strengthening the record of Beijing’s crimes against the Uyghurs and the overall case for accountability.
