William Rothenbecker is the vice president of operations. He oversees the day to day operations for security; facilities; information services; conferences, meetings and events; and administration. Bill joined USIP in March 2011 as the director of security. In November 2011 he was given the additional responsibility of director of facilities. In May of 2012 he was promoted to managing director of operations and in November 2013 to associate vice president of operations.
Bill has 40 years of law enforcement and security experience and more than 23 years of management and supervisory experience. Prior to joining USIP, he spent 25 years as a member of the Anne Arundel County (Md.) Police Department where he achieved the rank of captain. Upon his law enforcement retirement in 2003, Bill entered the private sector where he held senior leadership positions for security companies that provided security services to numerous federal agencies and departments, including the Department of Homeland Security, the Federal Protective Service, Social Security Administration, FEMA, US Marshals Service, US Army, and US Air Force. In these positions he had management oversight for more than 3000 security professionals at locations from California to the Virgin Islands.
Bill holds the rank of Diplomate and the Certified in Homeland Security Level IV (CHS-IV) and Certified National Threat Analyst (CNTA) from the American Board for Certification in Homeland Security (ABCHS). He holds the Certified Master Anti-Terrorism Specialist (CMAS) designation, Certified Anti-Terrorism Specialist (CAS) and Physical Security Manager (PSM) designations from the Anti-Terrorism Accreditation Board.
