Anne Hingeley is the chief of congressional relations and engagement at USIP. She is responsible for developing USIP’s congressional strategy and outreach plan, working across all levels of the Institute and with its partners.
Under her leadership, the congressional relations and engagement team engages Congress and provides it with information regarding USIP’s expertise in conflict zones abroad and the Institute’s partnerships and connections across all 50 U.S. states. Hingeley and her team maintain strong working relationships with congressional offices, committees and caucuses, and she advises USIP’s board of directors, president, senior management and expert policy staff on congressional interests.
Hingeley has over 25 years of professional experience engaging with Congress on U.S. foreign assistance and foreign policy. Prior to joining USIP in 2003, she served as the congressional coordinator for the National Association of Arab Americans and the government affairs affiliate of the Arab American Anti-Discrimination Committee. From 1993-2002, she worked at the foreign policy consulting firm Bannerman and Associates, where she tracked legislative issues for clients and briefed congressional offices on U.S. foreign assistance and foreign policy related to the Middle East, East Asia and Central America.
Hingeley received her bachelor's degree from the American University’s School of International Service.
