We serve as an important, neutral platform for bringing together government and nongovernment, diplomacy, security, and development actors, and participants across political views. In April 1996, President Bill Clinton and South Korean President Kim Young-sam met on Jeju Island and proposed four-way peace talks with North Korea and China. This offer—coming only a year and a half after the signing of the bilateral Agreed Framework deal between Washington and Pyongyang—marked the first and only time since 1954 that the United States actively and publicly proposed peace discussions with North Korea.
