Alison Milofsky is the director of curriculum and training design in the Institute’s Academy where she is responsible for bringing sound pedagogy to the Institute’s training and education work. Milofsky specializes in curriculum development, facilitation skills development, intergroup dialogue and the design of training-of-trainers programs.

Milofsky oversees the Institute’s youth portfolio which aims to elevate and amplify the experience and expertise of youth leaders in conflict-affected communities so they are seen as contributors to the field of peacebuilding and are engaged in all stages of peace processes. Milofsky has designed the content for USIP’s flagship youth program, the Generation Change Fellows Program which strengthens the capacity of youth leaders to build bridges across divides in their communities.

Milofsky also oversees the Institute’s work on intergroup dialogue and conflict management training for security actors, including USIP’s Conflict Management Training for Peacekeepers program in partnership with the State Department’s Africa Contingency Operations Training and Assistance program. Through this program, USIP has provided training in negotiation, mediation, and protection of civilians to more than 5500 peacekeepers from 22 African countries deploying to 8 UN/AU missions.

Milofsky authored the Institute’s Peacebuilding Toolkits for Educators and facilitates trainings for educators on how to infuse peacebuilding concepts into their teaching. She has conducted programs for educators in Southeast Asia, the Middle East and Central Asia, and Africa. 

Before joining the Institute in 2002, Milofsky was associate director of the Anti-Defamation League’s Washington, D.C. regional office, where managed the offices education and training programs, including anti-bias education programs for students and teachers and trainings on hate crimes and extremism for law enforcement. Earlier, she served in Peace Corps/Slovakia as a teacher trainer. 

Milofsky holds a bachelor’s degree from McGill University and a doctorate in education policy, with a specialization in curriculum theory and development, from the University of Maryland.

Ce rapport examine le rôle de la Formation à la gestion des conflits dans la préparation des soldats de la paix aux missions des Nations Unies/de l’Union africaine, à travers une évaluation du programme de Formation à la gestion des conflits pour les soldats de la paix proposée par l’USIP. L’évaluation s’appuie sur des données collectées au travers de 137 entretiens semi-structurés avec des soldats de la paix formés par l’USIP et rentrés au pays, des membres de la communauté dans les zones où des soldats de la paix ont été déployés en mission, et des formateurs de pré-déploiement. Le rapport étudie les résultats de l’évaluation et propose des recommandations non seulement pour la formation de l’USIP à l’intention des soldats de la paix mais aussi pour élargir la portée des politiques et des pratiques en matière de maintien de la paix.

It was a startling discovery five years ago that prompted then 21-year-old Shubey Nantege of Uganda to found Go Girl Africa. The organization has provided financial literacy skills to 2,500 girls and young women, helping them make positive changes in their lives. Leaders like Shubey illustrate how young people are essential partners in promoting peacebuilding and gender equality, a point worth highlighting today on International Youth Day. The occasion also provides an opportunity to spotlight gaps in international assistance that can be filled to strengthen the role of young people in advancing peace and equality.

Dialogue is a powerful instrument for creating understanding between groups who are in conflict with one another. Unlike debates or decision-making processes dialogues are open ended—their purpose is not to “win” or make decisions, but rather to allow people to deepen their understanding of a particular issue and to form relationships between people that may transform how they think about each other and how they can engage with people different from them.

It is one of the oldest forms of conflict resolution and is still, when well-conceived and executed, one of the most effective. But the familiarity of dialogue can lead to oversimplification or to the perception that it is easier to do successfully than is actually the case.
