Project Focus: Can Sanctions Be Saved?

George Lopez is Professor and Chair, Reverend Theodore M. Hesburgh Chair in Peace Studies at the Kroc Institute for International Peace Studies at the University of Notre Dame. At USIP, Lopez will examine the most current, problematic and wide-ranging dilemmas facing policy-makers who consider sanctions as a both a powerful mechanism for dispute resolution and a strong tool for resolving security crises without military force. He will focus on the changing role of banks in sanctions and challenges faced by post-sanctions economies. He will also work towards a more comprehensive framework for assessing post-sanctions environments.

Lopez has taught at University of Notre Dame since 1986. His research has focused on the problems of state violence and coercion, especially economic sanctions, gross violations of human rights, and ethics and the use of force. He serves as a consultant to various foundations and international organizations, as well as being a frequent commentator on radio and television.

Lopez received his PhD and MA from Syracuse University in international relations, and his BA in history from St. John Fisher College in Rochester, NY.
