Army Fellow Project Focus Post-Conflict Reconstruction in Peacekeeping Operations: Redefining the Military Role Areas of Specialization
Background Lieutenant Colonel Garland H. "Winky" Williams brings extensive military, Balkans, and international expertise to the Institute. Before joining the Institute, Williams was the military assistant to the assistant secretary of the army for civil works, a position that involved extensive liaison duties with federal agencies, Congress, and state and local governments. From 1999 to 2001, he commanded the 16th Armored Engineer Battalion in Germany. During its 2000 peacekeeping deployment to Kosovo, the battalion ensured all transportation routes were safe for civilian and military travel, identified unexploded mines and ordnance for removal, and blocked smuggling routes between Kosovo and Serbia. As chief of contingency engineering for Allied Forces Southern Europe (AFSOUTH) from 1996 to 1999, Williams served in Sarajevo as part of NATO's international security force (IFOR) staff, coordinating the reconstruction of vital roads, bridges, ports, and airfields damaged during the Bosnian war. Later he served on the operational planning group that prepared NATO's entry into Kosovo and Albania. Williams served from 1994 to 1996 as an engineer staff officer in the 24th Infantry Division. He deployed to Kuwait on Operation Vigilant Warrior in 1994 and to Egypt on Operation Bright Star in 1995. Williams' awards include the Defense Meritorious Service Medal, the Joint Service Commendation Medal, the Southwest Asia Defense Medal (one battle star), and the NATO medal (two battle stars). Williams holds doctoral and master's degrees in political science, with concentrations in international relations and American politics, from Duke University.
