Background

Tom McConnell is the Institute's congressional liaison. Before coming to the Institute, he worked in the House of Representatives for International Relations Committee chairman Benjamin Gilman as deputy chief of staff and legislative director. He is an infantry officer with the Maryland Army National Guard and has served as a platoon leader and executive officer. McConnell received an M.A. in national security studies from Georgetown University.
