Background
Debra Liang-Fenton is a human rights and democratization
specialist in the Institute's Research and Studies Program where she
manages the Institute's Human Rights Implementation project. The
project comprises a distinguished working group that critically
analyzes case studies from around the world to distill lessons
learned from the successes and failures of past U.S. human rights
policies. Before joining the Institute, Liang-Fenton was a project
officer with the International Forum for Democratic Studies at the
National Endowment for Democracy. She also served as editor of the
Journal of Democracy and has lived and traveled extensively
throughout Asia.
Liang-Fenton is the author of several articles and reports on international drug control and the promotion of human rights including the Institute special report Promoting Human Rights in the Pursuit of Peace: Assessing 20 Years of U.S. Human Rights Policy. Liang-Fenton holds a B.A. in political science from Trinity College, Hartford, Conn., and an M.A. in politics with an emphasis on Southeast Asia from the University of London's School of Oriental and African Studies.
