Background
Scott Hibbard is a program officer for the Institute's
Religion, Ethics, and Human Rights Program, where he works on the
special project on religion, nationalism, and intolerance, as well as
a series of meetings on U.S. policy and Islamic activism. Hibbard has
also been involved with and organized meetings on human rights and
related topics. He is the co-author of Sino-Tibetan Coexistence:
Creating Space for Tibetan Self-Direction and Islamic Activism and
U.S. Foreign Policy (forthcoming). Between 1985 and 1992, Hibbard
worked on the congressional staffs of Representatives C. Thomas
McMillen and Louise M. Slaughter, and Senator Dale Bumpers, where he
covered economic and foreign policy issues. He holds an M.Sc. in
political theory from the London School of Economics and Political
Science, as well as an M.A. in liberal studies from Georgetown
University.
