On February 13, 2007, the members of the Six-Party Talks (U.S., North Korea, South Korea, China, Russia, and Japan) agreed to an implementation plan for initial denuclearization actions in North Korea. As part of that agreement, five working groups were created and initially met on an accelerated timetable with the stated aim of completing the nuclear disablement process. The Korea Working Group (KWG) convened a series of closed meetings for U.S. and Asian policymakers during this period to help facilitate multilateral implementation of Six-Party Talks agreements. The KWG also commissioned a USIP Working Paper titled “Disabling DPRK Nuclear Facilities” which laid out the specific steps required to achieve nuclear disablement. This report was circulated among the members of the Six-Party Talks’ denuclearization working group.
