Sheryl Brown, director of communications, discussed "Technology: The New Peace Partner" at a conference celebrating the 50th anniversary of the Marshall Plan in Kansas City on October 17-18. The conference--sponsored by the International Relations Council, George C. Marshall Foundation, Harry S. Truman Library, and Harry S. Truman Library Institute--focused on ways to revitalize the principle of transformational leadership embodied by George C. Marshall and inspire a new generation of "information age" youth toward public and international service.

Patricia Carley, program officer in the Research and Studies Program, discussed recent developments in Central Asia on Voice of America's "Talk to America" call-in radio program September 29.

Institute executive vice president Harriet Hentges discussed "Conflict Resolution and Democracy Building: Bosnia as a Case Study" at the 20th annual conference of the Fulbright Association on October 4.

Scott Hibbard, program officer in religion, ethics, and human rights, discussed issues of religious persecution and the just-released publication Freedom of Religion and Belief: A World Report, edited by Kevin Boyle and Juliet Sheen, on Voice of America's "Talk to America" show on October 7.

Lewis Rasmussen, program officer in the Education and Training Program, led two days of skills training in conflict analysis, negotiation, and working with a third party at a seminar, "The European Union and Its Eastern Neighbors: Security, Cooperation, and Human Rights," sponsored by the Hellenic Foundation for European and Foreign Policy and held September 4-10 near Rhodes, Greece.

Tim Sisk, program officer in the Grants Program, discussed "Democratization in the Democratic Republic of Congo (DROC): Options and Recommendations for a Policy of Reciprocal Commitment" at an Expert's Meeting on the DROC, held by the Department of State on September 10.

Information systems manager Bob Schmitt discussed the major findings of the Institute's "Virtual Diplomacy" conference in April and related follow-up initiatives at the Asia-Pacific Disaster Management conference in Kauai, Hawaii, on September 11. The conference, sponsored by the Center for Excellence in Disaster Management and Humanitarian Assistance, attracted 250 disaster managers from communities around the Pacific Rim.

In early October, Schmitt was part of a U.S. delegation to a United Nations symposium on the role of information in humanitarian-relief coordination held in Geneva and hosted by the UN Department of Humanitarian Assistance. Before the conference, the U.S. delegation held a meeting to discuss new information exchange initiatives, including the Global Disaster Information Network and proposals by the Office of Foreign Disaster Assistance and the Institute of Peace on new ways to exchange structured data using simple database tools and the Internet.

David Smock, director of the Grant Program, discussed "Africa in the Next Decade" October 18 at the annual meeting of the United Nations Association (Capital Area). His op-ed essay on Somalia appeared in the Christian Science Monitor earlier in the month.

Scott Snyder, program officer in the Research and Studies Program, discussed the South China Sea issue at a conference in Manila, the Philippines, on "Promoting Trust and Confidence in Southeast Asia" in October.
