When the guns at last fell silent, Colette Rausch worked for several years in Kosovo as part of the international community’s attempt to construct the rule of law amid the rubble. The 19 participants that completed the program represented mission HQ and field offices, a cross-section of professional functions, and international and national staff. Most had attended other USIP training workshops, and the remainder met a prerequisite of similar training or substantial field experience. |

There were 22 participants (12 international and 10 national staff), who currently monitor municipalities in Kosovo on good governance, democratic practices, and human rights issues.
