Lying northeast of Baghdad and stretching towards Iran in the East and Kurdistan to the North, Diyala Province was once the breadbasket of Iraq. But a seemingly never-ending series of conflicts left the province battered and tense: the American invasion, Sunni resistance and strife between Sunni and Shia militias, the fight against al Qaeda, and tension between Iraqi and Kurdistan Regional forces.

On May 5-7, 2009 USIP conducted a SENSE simulation for Interagency participants at the Dupont Hotel in Washington, D.C. in partnership with the Institute for Defense Analyses (IDA) and George Mason's Peace Operations Policy Program. Forty-three individuals received the training.

March 2009

As a critical component to its peacebuilding efforts in Iraq, USIP recently convened a workshop for senior Iraqi education officials at the request of the Iraqi Parliament. The delegation brought together senior education officials, including representatives from the Ministries of Education and Higher Education from both the Kurdistan Regional Government (KRG) and the Government of Iraq (GoI), as well as the Prime Minister's Education Advisory, Baghdad University, and the Baghdad Provincial Council. The workshop, which was held January 2009 in Istanbul, Turkey, fostered dialogue and produced solid results.

Ted Feifer and Mary Hope Schwoebel led a seminar at the Defense Institute of International Legal Studies (DIILS) in Newport, Rhode Island for twenty-seven military officers and civilian government officials from seventeen countries, October 29-31, 2008.

USIP's effort to re-launch our SENSE program in Iraq was successfully initiated October 28th through November 8th, 2008 during an intensive training session in Istanbul, Turkey.  Five USIP staff members from DC, as well as four DC SENSE team members, were joined there by 21 members of the Iraqi SENSE team and two staff members of USIP’s Baghdad Office.

Senior Training Officer Ted Feifer again provided two days of training in communication, negotiation and the role of the third party in cross-cultural and emotional situations to 18 participants in a month-long course conducted by the Spanish non-governmental organization Helsinki Espana.

ETC/I conducted a three day training program on 2-4 May 2008 in Erbil on collaborative problem solving and reconciliation for 33 officials involved in Iraqi reconciliation and human rights. Specifically, the participants represented a number of key institutions: the Iraqi Ministry of Human Rights (MoHR), as well as its Kurdish counterpart; the Parliament's Committee on Reconciliation (CoR), including both its Human Rights Committee and its Na-tional Reconciliation Committee; the Implementation and Follow-Up Committee for National Reconciliation (IFCNR) from the Office of the Prime Minister; and the Human Rights unit within Baghdad University.
