Annex 4

Allocation of Cabinet Positions, Public Corporations and Autonomus Agencies/Commission Under the NTGL

1. In conformity with Articles XXVI(1) and (2) of the Peace Agreement, the profile of the Executive Branch of the present Government of Liberia shall be maintained.

2. a. Twenty-one (21) out of the twenty-two (22) existing ministries shall operate under the Transitional Government.

b. The Ministry of State without Portfolio shall cease to exist.

3. The functioning Ministries are as follows:

  1. Ministry of Agriculture;
  2. Ministry of Commerce;
  3. Ministry of Education;
  4. Ministry of Finance
  5. Ministry of Foreign Affairs
  6. Ministry of Gender and Development
  7. Ministry of Health and Social Welfare
  8. Ministry of Information
  9. Ministry of Internal Affairs
  10. Ministry of Justice
  11. Ministry of Labor
  12. Ministry of Lands, Mines and Energy;
  13. Ministry of National Defense
  14. Ministry of National Security
  15. Ministry of Planning and Economic Affairs
  16. Ministry of Post and Telecommunications
  17. Ministry of Public Works
  18. Ministry of Rural Development
  19. Ministry of Ministry of State
  20. Ministry of Transport
  21. Ministry of Youth and Sports

4. The following ministries have been allocated to the three warring parties:

For the GOL

  1. Ministry of Posts and Telecommunications
  2. Ministry of Health and Social Welfare;
  3. Ministry of National Defence;
  4. Ministry of Planning and Economic Affairs;
  5. Ministry of Internal Affairs.

For the LURD

  1. Ministry of Finance;
  2. Ministry of Justice;
  3. Ministry of Labor;
  4. Ministry of Transport
  5. Ministry of State;

For the MODEL

  1. Ministry of Agriculture;
  2. Ministry of Commerce;
  3. Ministry of Lands, Mines and Energy;
  4. Ministry of Public Works;
  5. Ministry of Foreign Affairs.

5. The following Ministries shall be allocated to the Political Parties and the Civil Society:

Ministry of National Security;
Ministry of Education;
Ministry of Gender and Development;
Ministry of Information;
Ministry of Rural Development;
Ministry of Youth and Sports.

6. The Warring Parties shall be allocated two (2) Deputy Ministerial Positions in the Ministries allocated to them.

7. A total number of twenty-two (22) Public Corporations shall operate under the Transitional Government.

8. The Public Corporations are as follows:

  1. Agriculture Cooperative Development Bank
  2. Agriculture Industrial Training Board
  3. Forestry Development Authority
  4. Liberia Broadcasting System
  5. Liberia Domestic Airport Authority
  6. Liberia Electricity Corporation
  7. Liberia Free Zone Authority
  8. Liberia Mining Corporation
  9. Liberia National Lotteries
  10. Liberia Petroleum Refining Corporation
  11. Liberia Rubber Development Unit
  12. Liberia Telecommunications Corporation
  13. Liberia Water and Sewer Corporation
  14. Liberian National Oil Company
  15. Liberian Produce Marketing Corporation
  16. Monrovia Transit Authority
  17. National Housing and Savings Bank
  18. National Housing Authority
  19. National Insurance Corporation of Liberia
  20. National Port Authority
  21. National Social Security and Welfare Corporation
  22. Robert International Airport

9. The following Public Corporations have been allocated to the Warring Parties:

For the GOL

  1. Liberia Broadcasting System;
  2. Liberia Electricity Corporation;
  3. Liberia Petroleum Refining Corporation;
  4. Liberia Water and Sewer Corporation.

For the LURD

  1. Liberia Free Zone Authority;
  2. Liberian Telecommunications Corporation;
  3. Liberian Produce Marketing Corporation;
  4. National Ports Authority.

For the MODEL

  1. Agriculture, Corporative Development Bank;
  2. Forestry Development Authority;
  3. Roberts International Airport;
  4. National Social Security and Welfare Corporation.

10. Public Corporations allocated to the Political Parties and Civil Society are as follows:

  1. Agriculture Industrial Training Board;
  2. Liberia Domestic Airport Authority;
  3. Liberia Mining Corporation;
  4. Liberia National Lotteries;
  5. Liberia Rubber Development Unit;
  6. Liberia National Oil Company;
  7. Monrovia Transit Authority;
  8. National Housing and Savings Bank;
  9. National Housing Authority;
  10. National Insurance Corporation of Liberia.

10. A total number of twenty-two (22) Autonomous Agencies/Commissions shall operate under the Transitional Government. These include Commissions that have been established under the Peace Agreement.

11. They are:

  1. Bureau of Immigration and Naturalization
  2. Bureau of General Auditing
  3. Bureau of Maritime Affairs
  4. Bureau of State Enterprises
  5. Bureau of Budget
  6. Center for National Documentation and Records
  7. Civil Service Agency
  8. Cooperative Development Agency
  9. General Service Agency
  10. John F. Kennedy Memorial Medical Center
  11. Liberia National Police Force
  12. Liberia Refugee, Repatriation and resettlement Commission
  13. National Bureau of Investigation
  14. National Fire Services
  15. National food Assistance Agency
  16. National Investment Commission
  17. National Security Agency
  18. Truth and reconciliation Commission
  19. Independent National Human Rights Commission
  20. Governance Reform Commission
  21. Contract Monopolies Commission
  22. National Elections Commission.

12. The following Autonomous Agencies/Commissions have been allocated to Warring Parties:

For the GOL

  1. Bureau of the Budget;
  2. National Security Agency.

For the LURD

  1. General Service Agency;
  2. National Investment Commission;

For the MODEL

  1. Bureau of Maritime Affairs;
  2. Liberia Refugee Repatriation and Resettlement Commission;

12. Autonomous Agencies allocated to Political Parties and the Civil Society are as follows:

  1. Bureau of Immigration and Naturalization;
  2. Bureau of General Auditing;
  3. Bureau of State Enterprises;
  4. Center for National DOC and Records;
  5. Civil Service Agency;
  6. Corporative Development Agency;
  7. John F. Kennedy Memorial Medical Center;
  8. Independent National Human Rights Commission;
  9. Liberia National Police Force;
  10. Truth and Reconciliation Commission;
  11. The National Bureau of Investigation;
  12. National Fire Services;
  13. National Food Assistance Agency;
  14. Contracts and Monopolies Commission;
  15. National Elections Commission;
  16. Governance reform Commission.
