FIRST: The National Counsel for the Defence of Human Rights whose post is created by this Decree shall be elected within
90 days following ratification of the constitutional reform by the Legislative Assembly whose term begins on 1 May 1991.
SECOND: The secondary legislation on electoral matters shall be amended within 90 days following ratification of the
constitutional reform by the Legislative Assembly whose term begins on 1 May 1991. The new Supreme Electoral Tribunal shall be appointed
within 30 days following approval of that legislative reform.
THIRD: For the purpose of implementing the provisions of the fourth paragraph of article 172, budgetary resources shall be
allocated gradually and proportionally until the full amount is covered, within a period of no more than four years from the date of entry
into force of this Decree.
