  3. Remarks

    1. The guarding of non-military facilities of national importance will be determined by their strategic importance from an economic and military standpoint. The personnel assigned to this task will in all cases be the minimum necessary.

    2. The task of guarding these facilities will be gradually handed over to the newly formed National Civil Police, as soon as the latter is in a position to take over these functions.

    3. Both technical military personnel and guards will be assigned to relay stations, with the number of guards kept to the minimum necessary. During the informal cease-fire, the ONUSAL Chief Military Observer, in consultation with the Government, will establish a ceiling for the number of troops to be stationed at each relay station for the above reasons. A similar ceiling will be established for the El Roblar military base.

    4. The Government of El Salvador will not concentrate troops or build military facilities at the navy posts listed in 37, 38 and 39.

    5. The list of peacetime facilities does not take into account the possible outcome of the application of agreements on the armed forces.

    6. The maintenance of a number of military bases in peacetime is justified by the need to protect El Salvador's borders, and the appropriate arrangements will be adopted for this purpose. Those peacetime facilities whose occupation during the CAC might arouse concern will not be occupied. In this connection, the ONUSAL Chief Military Observer may determine, in consultation with the parties, which peacetime facilities should not be occupied during the CAC period.
