Program Officers (PRT Reconciliation Facilitator)
Center for Post-Conflict Peace & Stability Operations
Provincial Reconstruction Team (PRT) Conflict Management Facilitators (CM) will be based with one of the established PRTs (either Baghdad or Kirkuk) and report to the USIP Chief of Party (COP). The CM will provide conflict management expertise to help strengthen the capacity of the requesting PRT, expand the impact of USIP on the ground in Iraq, and contribute to stabilization efforts at the provincial, district/qadas and neighborhood/hayys levels of governance. The CM will be supervised by the USIP COP and coordinate all activities with the COP. Additionally, the CM will ensure coordination is done between the PRT, the sponsoring military brigade and USIP. In particular, the CM duties will include:
*Assisting PRT personnel in the conduct of a conflict assessment using the USAID pamphlet, “Conducting a Conflict Assessment: A Framework for Strategy and Program Development.” These analyses will draw on all available information and identify knowledge gaps.
*Leaving secured zones with armed escort to visit PRT locations that request USIP conflict management assistance. These trips may last up to two weeks outside the secured zones and visit several PRTs.
*Developing and implementing conflict management strategies based on the unique requirements of the PRT-identified location.
*Coordinating development and implementation activities with the Office of Provincial Affairs in the US embassy.
*Planning and arranging effective logistical, administrative and managerial support for the successful implementation of program activities, to include program planning and oversight.
*Assisting the COP to manage the security profile of the Institute in Iraq, maintaining a high level of security awareness and preparedness at all times.
*Preparing drafts and submitting cleared reports on behalf of the COP as directed.
*Performing all other duties as required by the COP.
This position is supervised by the USIP Iraq Chief of Party and requires an expert knowledge of transitional peace-building and the region. Knowledge of the local culture, conflict management techniques, country program operations and project management, and excellent reporting skills are important.
Experience working with government officials, local and international relief agencies and military authorities is desirable. Prior experience in conflict management, operations, and security management in Iraq in particular, in the Middle East in general, is preferred.
Creativity, excellent communications and analytical skills and the ability to operate with high levels of autonomy and responsibility in a highly stressful setting while exercising sound judgement in politically charged and challenging security environments is necessary.
The sensitive nature of the work, the importance of good presentation skills, the ability to maintain morale among staff in a difficult work environment and the need to work closely with a variety of local and international interlocutors will require excellent social skills, quick judgement, and negotiation skills.
The incumbent will work closely with US government and military officials both within the confines of the International Zone and outside the Zone in tactical areas of operation. Additionally, the incumbent will travel often both inside and outside Iraq.

Minimum Qualifications
*U.S. citizenship;
*Minimum of two years of conflict management experience;
*Minimum of two years experience in 2 or more of the following areas: economic development (including private sector development), community development, mediation/arbitration, conflict resolution, democracy and governance, international law, and/or human rights activities;
*Minimum masters degree in a related field required.
*Potential to operate independently in complex and difficult situations with minimal home office support.
Desirable Qualifications
*Demonstrated ability to successfully support field staff and field programs in transitional environments;
*Demonstrated experience in conceptualization, design and management of projects;
*Excellent communication, writing, and social skills of interaction, including the ability to deal with counterparts on both the lowest and highest political, social and economic levels;
*Ability to consistently perform in a high visibility, high pressure environment, especially overseas and in emergency or crisis situations;
*Familiarity with the United States Institute of Peace and its programs;
*Working knowledge of Arabic.
The term of the position is through September 30, 2008 and is potentially renewable. Immediate or very near-term availability will be an important factor.

Program Officer
Center for Mediation & Conflict Resolution
The Institute’s Center for Mediation and Conflict Resolution designs and manages the Institute’s efforts in areas where fighting is active. The Center also conducts research, identifies best practices, develops new peacemaking tools, and supports related training and education efforts.
The Center for Mediation and Conflict Resolution seeks a person to serve as a Program Officer. The incumbent will develop new program opportunities working with local partners to promote peace in priority conflict zones, which currently include Israel/Palestine, Nigeria, Colombia, Darfur, Uganda, Kashmir, Nepal, and Sri Lanka. Work with contractors to develop handbooks and training materials on how to mediate/negotiate peace agreements, including mediation methodology, negotiating ceasefires, economic and educational components of peace agreements, etc. And organize public workshops and write publishable papers on peacemaking.

Program Officer
Grants
The United States Institute of Peace (USIP) seeks an individual to serve as a Program Officer in the Institute’s Grant Program. The Grant Program increases the breadth and depth of USIP’s work by supporting peace building projects managed by nonprofit organizations, including educational institutions, research institutions, civil society organizations, and NGOs.
The Program Officer plays a key role in the administration of the Grant Program. Duties include:
*Managing a diverse portfolio of grants;
*Providing guidance to applicants in the preparation of grant proposals, including active assistance in the development of grant applications from organizations in priority countries identified by USIP;

Program Assistant
Center for Postconflict Peace and Stability Operations/Centers of Innovation
USIP’s Center for Post-Conflict Peace and Stability Operations (PPSO) coordinates about $18 million of programmatic activity on an annual basis, with widely decentralized execution occurring throughout the Institute and outside the Institute by grantees. Its Centers of Innovation (COI) spend an additional $6 million, including several new and rapidly growing entrepreneurial efforts on media and peacebuilding, economies of conflict and technology of peacebuilding as well as more established programs in rule of law and religion and peacemaking. Approximately 40 staff, research assistants and consultants work in PPSO and COI, which are headed by a single vice president.
We seek a Program Assistant to track program and budget execution and evaluation, as well as service the administrative requirements of the vice president responsible for both groups. This will require playing a coordinating role in annual preparation of budgets and operating plans as well as tracking and periodic reporting on program and budget execution and program evaluation on an Institute-wide basis. It will also entail contributions to programmatic as well as personnel goals and objectives, support for implementation of programs and events, and management of the vice president’s schedule and appointments.
Applicants must be U.S. citizens. The ideal candidate will have a sophisticated understanding of budgets and program planning; superb organizational skills; an MA with at least 3 years of relevant experience or a BA with at least 5 years of relevant experience in public administration, international relations, political science, or equivalent professional experience in government or the non-government sector; demonstrated experience in developing and managing programs; experience demonstrating strong competence in financial management and program administration; excellent writing and oral communications skills; excellent computer skills especially in word processing, spreadsheets and internet navigation; ability to work independently and yet collegially with staff and external organizations and individuals. The Center for Mediation and Conflict and the Education and Training Center International seek candidates for a Program Assistant This position supports both centers. The Institute seeks to fill a full-time position to provide administrative and research support for senior staff in the Center for Conflict Analysis and Prevention. Program Assistant
Grants
The Grant Program seeks a Program Assistant to provide support to the Grant Program’s work on Afghanistan and Pakistan.
The Program Assistant will assist the Grant Program Officer for Afghanistan and Pakistan and support the activities of the Institute’s Afghanistan Conflict Team in Washington, including updating databases and assisting staff in soliciting, reviewing and processing interim and final narrative and financial reports from grantees. The incumbent will work with the Director of Administration for the Grant Program regarding all budget issues and program procedures. Other duties will include: making travel arrangements; preparing expense vouchers; monitoring budget expenditures; preparing and monitoring contracts; updating web content; maintaining office files. The Program Assistant will also coordinate team meetings, including scheduling, reserving facilities, arranging catering, taking notes, preparing minutes, and performing other related duties as necessary.
Qualified candidates will have at least a BA degree in international relations or a related field. Candidates should demonstrate strong computer skills (Macintosh preferred) in word processing, database, spreadsheet, HTML, and Internet navigation; strong organizational skills; multitasking abilities; familiarity with budgets; ability to work independently and to meet deadlines; and strong interpersonal and communication skills. Development Associate
Headquarters Project
We seek a Development Associate to join the Campaign development office in Washington, DC. The Associate position will join a small staff of professionals overseeing the headquarters building project; this is an expansive $185M campaign to construct the new national headquarters and Public Education Center.
The Development Associate will report directly to the Chief Development Officer and Campaign Director. He/she will work alongside three senior development officers to assist with the following:
1. Oversee stewardship for the Building Campaign: draft and manage all correspondence to donors. Manage appropriate record keeping and filing to maintain a sophisticated system. Respond and assist in communication to donors and prospects with specific inquiries. Assist the Campaign Director with special needs and tasks in the entire area of stewardship. Have appropriate outline of benefits and donor recognition requests in place in time for building opening and for future years of outreach and external affairs work.
2. Assist with all elements of special events within the Campaign; work closely with the senior staff to implement all fundraising tasks for a variety of special events and happenings. Will manage, in most cases, responses and will interface with prospective guests around details and logistics.
3. Maintain the donor database and will work as a lead staff person on the implementation of a new system to maintain/monitor/update all donors and prospects to the US Institute of Peace. Generate all contribution/pledge reports and work closely with financial officers to maintain clarity around campaign gifts and campaign goals.
4. Oversee and maintain all grant narrative reports and manage the timeline, and production of these reports in a timely fashion.
5. Serve as the lead staff person for updates and edits to the building campaign section on the US Institute of Peace web site.
6. Provide additional administrative support to the entire Campaign team on a needs basis.
The ideal candidate will have a Bachelor’s degree and a minimum of 2 years of relative experience. A keen interest in professional development and/or some experience in a campaign setting is preferred. Excellent computer/database skills, quick learner, well organized, attention to detail essential. Must be able to multi-task and work under deadlines. Ability to work independently and in a team setting.
