Project Focus: Using Security Force Assistance to Promote Stability and Deter Aggression while Mitigating Risk
Brian Stokes has been an active duty Army officer for just over 20 years. In July he finished his second tour in Iraq where he served as an analyst on the personal staff of the commanding general of U.S. Forces - Iraq. While at USIP he will explore the strategic impact of security force assistance, which may entail training, advising, or partnering with another state’s security forces or providing them equipment through grants or sales. His analysis will also take into account the possibility of unintended consequences such as tyranny, promoting conflict, or stimulating an arms race.
He began his career as an aviation officer with overseas assignments in Panama and Korea. While on active duty he studied engineering economic systems and operations research at Stanford then taught in the systems engineering department at the U.S. Military Academy, West Point. He also served on the Army staff as the Army’s equipping program analyst and on the Joint Staff as a capabilities analyst.
