The USSR/U.S. Dialogue on Human Rights, 1986-1990

Senior Fellow Project Report

In their capacities as USSR deputy foreign minister and U.S. Assistant Secretary of State for Human Rights and Humanitarian Affairs, respectively, Anatoly Adamishin and Richard Schifter were key participants in forging an unprecedented dialogue about human rights which became pivotal in transforming relations between the USSR and the USA and ending the Cold War.

As they reconstruct those historically unique developments, they also share an assessment of the lessons that their experiences might offer for today.
