The recent Supreme Court decision in Holder v. Humanitarian Law Project upheld the laws that make it a criminal act to provide “material support” to a proscribed organization as designated by the State Department or the Treasury Department, even when that support consists of advice or training aimed at promoting peace and non-violence. This event will explore the scope of this ruling and its implications for international peacemaking. This event marks the launch of the new USIP Special Report, “Civil Society in Darfur: The Missing Peace.” The report authors examine the structure and composition of Darfuri civil society and discuss how civil society has been engaged in the Darfur peace process to date. In this panel discussion the authors will summarize their findings and make recommendations for how civil society can play a productive and appropriate role in the peace process for Darfur going forward.
