The U.S. Institute of Peace is pleased to have co-sponsored the third day of the 2016 Alliance for Peacebuilding (AfP) Annual Conference, “Next Gen Peace: Expand. Advance. Influence.” AfP’s 2016 Annual Conference examined the newest developments in the peacebuilding field, and captured the “view from the edges,” where peacebuilding is innovating, “looking around corners” and scanning the horizon to revolutionize the field.

The third day of the conference, Thursday, May 26th, was treated as a separate event in partnership with AfP, and was held at USIP’s headquarters located at 2301 Constitution Avenue NW, Washington DC 20037. Only the third day of the conference was held at USIP’s headquarters.

A conflict early warning and early response (EWER) ecosystem has been developing in West Africa as multilateral organizations, governments, civil society groups, and others have established systems that detect threats and provide critical information to relevant authorities. Yet individual EWER systems are prone to a range of failures—from gaps in data to decision-making bottlenecks to response coordination breakdowns. This report argues that linking individual systems—a network-of-networks approach—can improve outcomes for people across West Africa and serve as a model for other conflict-affected regions around the world.
