Since 1999, the UN Security Council has authorized United Nations forces to protect civilians in numerous armed conflicts. A year ago the UN General Assembly opened the door for more protection operations in the future by declaring that the international community has a "responsibility to protect" civilians from violence when their own government is unwilling or unable to do so.

The operational and conceptual challenges of humanitarian and peace support operations remain enormous for governments, the UN, and non-governmental organizations, giving rise to a vigorous debate among humanitarian, political, and military actors about whether and how to intervene to protect and provide for civilians in times of war.
