Strategic Economic Needs and Security Exercise (SENSE) was created by the Institute for Defense Analyses (IDA) in the late 1990s, for use in Bosnia.  It focuses on resource-allocation and decision-making in a virtual country which is emerging from authoritarian rule, following an internal conflict or a revolution.  The computer infrastructure “keeps the players honest,” by reflecting the results and interrelationships of all their actions, but the primary point of the simulation is direct, face-to-face negotiations among up to 60 players, who represent the local citizens, their government officials, and the international community.  USIP has used it with great success in Iraq, and has shared its Arabic language SENSE material with Poland for its new programs.

In 2006, USIP, in coordination with IDA, partnered with the Polish Ministry of National Defense and the University of Warsaw’s Center for Eastern European Studies Program (CEES) to conduct a series of five-day SENSE Training Workshops at the Polish Academy for National Defense. These programs, whose participants came from Moldova, Georgia and Ukraine, enabled USIP to provide the Academy and the University with the capability to conduct SENSE training for a wide variety of audiences in Poland and across the region. In 2009, IDA awarded the license to the Polish Ministry of Foreign Affirs in order to promote economic and societal reform among neighboring countries, as well as Afghanistan. 

POLAND TAKES “SENSE” SIMULATION TO AFGHANISTAN AND TUNISIA

When NATO ally Poland came to USIP in 2006 to ask for help in establishing its own “SENSE” program, its plan was to bring the benefits of this comprehensive, computer-supported simulation to help Poland’s neighbors develop stable, prosperous, democratic societies.  Currently, Poland is still using SENSE for that purpose – it ran a program last fall for Ukraine, Moldova, Azerbaijan, Armenia, and Georgia – but it is also reaching much farther. It has recently completed SENSE programs for Afghanistan and Tunisia, and is exploring the possibility of using SENSE elsewhere in the Muslim world.

Thanks to this initiative, Polish SENSE teams are providing this outstanding educational experience to those who must work together to bring political stability, social justice, and a foundation for economic progress to their troubled countries. From its own budget or from other sources, Poland has provided the funding for this entire effort. With support from the Office of the Secretary of Defense and in collaboration with George Mason University, USIP’s Academy for International Conflict Management and Peacebuilding offers SENSE as a course here in the United States.
