As China becomes increasingly powerful on the international stage and more assertive in East Asian and international affairs, it has been quietly growing in nuclear and strategic military power, raising numerous issues for the United States and its East Asian allies and friends. China’s vexing and now nuclear-armed neighbor North Korea poses another layer of serious challenges to the United States and its friends and allies, made all the more worrisome by North Korea’s own leadership transition. While the threat of large-scale nuclear war has receded, fostering a stable strategic environment in this decidedly unstable part of the world poses many policy challenges in the face of expanding Chinese power and uncertain leadership of North Korea.
This course provides practitioners with essential background on existing arms control and nonproliferation regimes, as well as a balanced, in-depth look at the nuclear policies and practices of China and North Korea within the context of their larger security problems and objectives, and the prospects for change as 2012 witnesses leadership transitions in both countries. In the process, participants will develop a better understanding of the forces behind Chinese and North Korean nuclear behavior as well as strategies available to the United States to advance its security interests and those of its friends and allies and to reduce regional tensions. Participants will examine critical decisions in policy, weapons posture, and arms control and their implications for regional security. In addition, they will learn about current U.S. nuclear policy, deterrence and extended deterrence, general overviews of weapons design and delivery systems, missile defense, and strategic conventional options. Participants will also be exposed to the emerging fields of space and cyber security and their implications for East Asia. Through group discussions and exercises, participants will sharpen skills in assessing security issues and gain a better understanding of their broader impact.
