The U.S. Institute of Peace has been a thought leader in developing stronger partnerships between military and civilian personnel in international conflict settings for more than a decade. Our Education and Training Center, Center for Post-Conflict Peace and Stability Operations, and our Rule of Law Center of Innovation have played particularly strong roles in this regard.

The projects listed below represent a sampling of the Institute's work in the field.

Building Civilian Capacity for U.S. Stability Operations
This 2004 Special Report called for the establishment of an office of Rule of Law Reserves to deploy civilians in post-conflict zones. This idea later evolve into the State Department’s Civilian Reserve Corps.

Education and Training Center courses for conflict management professionals
USIP's Education and Training Center has launched a set of pilot courses focused on peacebuilding skills. The first, Foundations of Conflict Analysis, was offered in October 2008.

Filling the Gaps: Reconstruction and Stabilization Series
This series of Special Reports focuses on the findings of working groups specialized in a spectrum of areas related to reconstruction and stabilization: media, employment generation, the role of memorials in social reconstruction, managing natural resources, the role of women, transitional governance and measuring progress in this field.

Guide for Participants in Peace, Stability, and Relief Operations
This guide provides descriptions of the various international organizations (IOs), nongovernmental organizations (NGOs), the U.S. government, and U.S. military elements that interact in post-conflict situations.

Framework for Success: Fragile States and Societies Emerging from Conflict (PDF)
This framework outlines objectives for post-conflict situations in each of these fields: a safe and secure environment, rule of law, stable democracy and a sustainable economy.

International Network to Promote Rule of Law (INPROL)
INPROL is a web-based network that enables practitioners to exchange information and access relevant documents, best practices, and related materials thus turning "lessons learned" into "lessons applied.”

This framework, used at the Foreign Service Institute and Army War College, tracks drivers of conflict and institutional performance.

State-building is an increasingly important foreign policy mission, whether in the form of assistance to the developing world or in the form of stability and reconstruction operations in post-conflict societies. This document introduces a set of leadership competencies for state-building professionals.

Securing the Future: A Primer on Security Sector Reform in Conflict CountriesSecurity sector reform (SSR) is essential in the transition from war to peace in conflict zones and is a topic of urgent importance.
